第一章 总则
Chapter 1 General Provisions
第一条 为规范我校国际学生签证和居留许可的管理，强化国际学生守法意识，有效防止签证、居留许可过期等问题的发生，根据《中华人民共和国出境入境管理法》《学校招收和培养国际学生管理办法》等相关文件精神，结合我校情况，制定本办法。
1.In order to regulate the administration of visas and residence permits for international students of our university, strengthen their awareness of the law, and effectively prevent problems such as expired visas or residence permits, these regulations are formulated in accordance with the Exit and Entry Administration Law of the People’s Republic of China, the Administrative Measures for the Enrollment and Training of International Students, and other relevant regulations, in light of the actual circumstances of the university.
第二条 本办法适用于延边大学所有国际学生。
2.These regulations apply to all international students of Yanbian University.
第二章 签证和居留许可的申请
Chapter 2 Application for Visas and Residence Permits
第三条 国际学生应按照《录取通知书》及每学期开学报到注册要求的指定日期，持X1或X2签证入境到校报到。国际学生入境后，应在入境之日起5日内到国际交流合作处报到。未按学校要求入境报到的，产生的证件逾期等一切后果由学生本人负责。
3.International students shall enter China with an X1 or X2 visa and register at university on the dates specified in the Admission Notice and registration requirements for each semester. After entry, they must report to the Department of International Exchange and Cooperation within 5 days. Students who fail to register as required by the university shall bear all consequences, including overdue documents.
第四条 国际学生持X1签证入境，应在报到注册后，到出入境管理部门指定地点进行体检，并申请办理居留许可。国际学生持X2签证入境，不办理居留许可。X2签证为单次入境签证，一旦出境，签证自动失效。如延长学习期限，应在签证期满1个月前，向国际交流合作处提出延长学习期限的申请，经批准后，可申请办理居留许可。
4.International students entering with an X1 visa shall undergo a medical examination at the designated location in Yanji City after registration, and apply for a residence permit. International students entering with an X2 visa are not required to apply for a residence permit. The X2 visa is a single-entry visa, which will become invalid automatically once the holder exits China. If students need to extend the study period, they must apply to the Department of International Exchange and Cooperation one month before the visa expires. Upon approval, they may apply for a residence permit.
第五条 国际学生新生申请办理居留许可，应不早于录取通知书要求的报到注册开始日期。
5.New international students applying for a residence permit shall not apply earlier than the starting date for registration specified in the Admission Notice.
第六条 国际学生必须在抵达学校入住后24小时内，由本人向辖区派出所办理登记。国际学生入境后在旅馆住宿时，旅馆需依法为其办理住宿登记。若国际学生在旅馆以外的住所居住或住宿，应在入住后的24小时内，由本人向居住地公安机关办理住宿登记手续。
6.International students must register at the local police station within 24 hours of moving into the university. If staying at a hotel after entry, the hotel is required to register. If living outside of a hotel and rent a house, the student must register at the local public security bureau within 24 hours of moving in.
第三章 居留许可的延期
Chapter 3 Extension of Residence Permits
第七条 在校国际学生须在签证或居留许可到期前1个月，到国际交流合作处申请办理延期手续。国际学生本人应关注签证或居留许可有效期，逾期未办理延期，导致过期的，由当地公安机关出入境管理部门依法进行处罚，按情节轻重处以警告、罚款或注销居留许可证件，期间产生的费用及其他后果由学生本人承担。
7.International students must apply for an extension of visas or residence permits at the Department of International Exchange and Cooperation one month before expiration. Students are responsible for monitoring their own visa/residence permit validity. If overdue due to failure to apply, the local Exit-Entry Administration will impose penalties such as warnings, fines, or cancellation of the residence permit. Any costs or consequences shall be borne by the student.
第八条 居留许可延期时长与学期注册和费用缴纳情况相关，根据学生实际情况，由国际交流合作处判定居留许可期限。办理居留许可证件过程中产生的费用由学生自理。
8.The extension period of the residence permit is determined by the Department of International Exchange and Cooperation according to the student’s registration and payment status. All costs incurred during the process shall be borne by the student.
第九条 根据注册学期、费用缴纳和奖学金资助情况，学校予以办理（或延长）居留许可6个月至12个月，不得超过学习截止时间。通常情况下，缴清一学年保险费、住宿费、学费等费用的国际学生，居留许可可延期最长不超过12个月；缴纳一学期的，居留许可可延期6个月，具体以国际交流合作处出具的办理材料为准。
超过正常学制年限的学历生，经学校批准可延期毕业（答辩）或延长学习期限的，可申请居留许可延期，每次延期不超过6个月。未获得延期毕业批准的，不予办理居留许可延期。
9.Based on the registration term, payment of fees, and scholarship support, the university will grant (or extend) residence permits for 6 to 12 months, but not beyond the end of study. Normally, students who pay one academic year’s insurance, accommodation, and tuition fees may receive a one-year extension for a maximum of 12 months ; those who pay one semester’s fees may receive a six-month extension. The exact term is determined by the materials issued by the Department of International Exchange and Cooperation.
Students exceeding the normal length of study may apply for an extension (graduation defense or study period) if approved by the university. Each extension shall not exceed 6 months. Students without approval for delayed graduation shall not be granted an extension.
第十条 对于以下几种情况，学校不予办理签证或居留许可延期申请：
10.The university will not process visa or residence permit extension applications in the following circumstances:
(1)有违法犯罪行为和记录的；
Criminal acts or records;
(2)有严重违反校纪的行为和记录；
Serious disciplinary violations;
(3)非在学状态的学生，如休学、退学、开除等学生；
Non-enrolled students (suspension, withdrawal, expulsion, etc.);
(4)未在学校规定时间内完成相关学年的学费、住宿费等，有费用拖欠情况；
Failure to pay tuition, accommodation, or other required fees on time;
(5)上一签证年限内，单个学期内出勤率低于85%；
Attendance rate below 85% in any semester during the previous visa period;
(6)身体检查不合格，不符合中国签证办理条件的；
Failure to pass medical examinations, not meeting China’s visa requirements;
(8)签证或居留许可到期前，未按照要求提前申请延期的；
Failure to apply for extension before expiration as required;
(9)其他学校认为不应办理延期的情况。
Other cases deemed ineligible by the university.
第十一条 居留许可证件有效期原则上不得超过个人护照有效期，为避免个人护照有效期到期导致无法延长居留许可证件，国际学生应在护照有效期不足6个月时自行联系驻华使领馆申请换发护照。
11.The validity of a residence permit shall not exceed that of the passport. To avoid issues, international students should renew their passport through their embassy/consulate in China when its validity is less than six months.
第十二条 国际学生换发新护照后，须在取得护照的5日内到国际交流合作处申请将旧护照的居留许可证件换发至新护照；未及时换发导致非法居留情况的，由当地公安机关出入境管理部门依法进行处罚，按情节轻重处以警告、罚款或注销居留许可证件，期间产生的费用及其他后果由学生本人承担。
12.After renewing a passport, international students must transfer the residence permit from the old passport to the new one within 5 days to the Department of International Exchange and Cooperation. Failure to do so may result in penalties such as warnings, fines, or cancellation of residence permits by the local Exit-Entry Administration. Any costs or consequences are the responsibility of the student.
第十三条 原则上，学校不为国际学生家属申请来华签证或在华居留许可提供相关函件。国际学生的未满18周岁子女因特殊情况确实需要陪同的，可经学生本人申请，经学校审批后，视该生现实表现，酌情为其办理居留许可提供相关函件，但不提供来华邀请函。持S1签证入境的国际学生家属须于入境之日起30日内办理居留许可证件，证件有效期与国际学生的居留许可证件相同；持S2签证入境的国际学生家属不办理居留许可证件。
13.In principle, the university does not provide supporting documents for international students’ family members to apply for visas or residence permits in China. However, under special circumstances, children under 18 may be permitted to accompany, subject to application by the student and approval by the university, depending on the student’s conduct, invitation letter for entering China will not be offered by school. Family members entering with an S1 visa must apply for a residence permit within 30 days of entry, valid for the same period as the student’s residence permit. Family members entering with an S2 visa do not need to apply for a residence permit.
第四章 签证和居留许可的变更及注销
Chapter 4 Modification and Cancellation of Visas and Residence Permits
第十四条 公安机关出入境管理部门有权依法拒绝签发外国人签证、居留许可；有权依法注销已经签发的签证、居留许可。
14.The public security Exit-Entry Administration bureau has the right to refuse to issue visas or residence permits, and the right to cancel already issued visas or residence permits.
第十五条 对于未按期完成报到注册、不按照规定参加教学活动等违反校规校纪或中国法律的、不符合签证或居留许可办理要求的国际学生，学校有权向公安机关出入境管理部门申请撤销其签证或居留许可。
15. For international students who fail to register on time, do not participate in teaching activities as required, violate school rules or Chinese laws, or otherwise do not meet visa/residence permit requirements, the university has the right to request the Exit-Entry Administration to cancel their visas or residence permits.
第十六条 休学、退学、勒令退学、开除学籍的国际学生须配合学校与当地出入境管理局撤销所持的签证或居留许可证件，视情况办理停留证件后，在规定时间内离校离境。
16.International students who suspend studies, withdraw, are ordered to withdraw, or are expelled must cooperate with the university and local Exit-Entry Administration to cancel their visas/residence permits, and, if necessary, obtain a stay permit before leaving school and departing China within the prescribed time.
第十七条 国际学生持学习签证或居留许可证件不得从事兼职工作等与学习不符的活动。对非法就业者，由公安机关依法处罚，所有后果由学生本人承担。
17.International students holding study visas or residence permits are not permitted to engage in part-time jobs or activities inconsistent with their study purposes. Violations will be punished by the public security authorities, with all consequences borne by the student.
第十八条 本办法自发布之日施行，最终解释权归国际交流合作处所有。
18.These regulations shall come into effect on the date of publication. The Department of International Exchange and Cooperation reserves the right of final interpretation.
