第一章 总则Chapter 1 General Provisions
第一条 为进一步规范和加强接受非学历教育的国际学生（以下称“国际学生”）的培养和管理，维护学校正常的教育教学秩序和生活秩序，保障国际学生合法权益，根据《学校招收和培养国际学生管理办法》《延边大学国际学生教育管理规定》及有关法律法规，结合我校情况，制定本规定。
1. In order to further standardize and strengthen the cultivation and administration of international students receiving non-degree education (hereinafter referred to as “international students”), maintain the normal educational and living order of the university, and safeguard the legitimate rights and interests of international students, these regulations are formulated in accordance with the Administrative Measures for the Enrollment and Cultivation of International Students by Schools, Regulations on the Administration of International Students Education of Yanbian University, relevant laws and regulations, and in light of the circumstances of our university.
第二条 本规定适用于在我校接受非学历教育的预科生、进修生、短期班学生等国际学生的管理。
2. These regulations apply to the management of international students receiving non-degree education at our university, such as preparatory students, visiting students, and short-term program students and so on .
第三条 国际学生须遵守中国法律法规，尊重中国风俗习惯，遵守学校规章制度。
3. International students must abide by Chinese laws and regulations, respect Chinese customs and traditions, and comply with the rules and regulations of the university.
第二章 学籍管理 Chapter 2 Student Status Management
第一节 入学与注册 Admission and Registration
第四条 学生必须按照学校规定的报到日期办理注册手续。未经批准，未按规定日期办理返校报到的，视为自动退学。
4. Students must complete registration procedures according to the designated registration date. Without approval, failure to return and register on the specified date will be considered as voluntary withdrawal.
第五条 新生应按《录取通知书》规定的日期到校办理注册手续。未经批准，未按规定日期办理报到注册的，视为放弃入学资格，录取资格不予保留。
5. New students must register at school on the date specified according to the Admission Notice. Without approval, failure to register on the designated date will result in forfeiture of admission eligibility, and the student will be considered to have given up to enroll.
第六条 报名费应在提交申请材料时或到校注册时缴纳，缴纳的报名费不予退还。
6. The application fee must be paid either when submitting application materials or upon registration, and it is non-refundable once paid.
第七条 报到注册时应一次性缴清学费、住宿费等费用，并购买保险和教材。未经批准，逾期一周不办理者，按自动退学处理。校际交换国际学生的学费、报名费、住宿费等费用，按照学校与国外高校间签署的交流协议规定处理。
7.At the time of registration, tuition fees, accommodation fees, and other related expenses must be paid in full, along with the purchase of insurance and textbooks. Without approval, failure to complete these procedures within one week will be treated as voluntary withdrawal. For international students on exchange programs, tuition fees, application fees, and accommodation fees shall be handled in accordance with the exchange agreement signed between Yanbian University and the partner institution.
第八条 国际学生持学习类签证入境后需要办理居留证件的，须自入境之日起三十日内，向公安机关出入境管理部门申请办理学习类居留证件。
8. International students who enter China with a study visa and need to apply for a residence permit must, within 30 days from the date of entry, apply for a long-term residence permit from the exit-entry administration department of local public security bureau.
第九条 国际学生申请长期居留证件之前应到当地指定的中国卫生检疫部门进行体检，经体检确认患有《中华人民共和国出境入境管理法》规定的严重精神障碍、传染性疾病或患有学校判断为不适合在校学习的疾病的，不予注册，不予办理居留手续，并限期离境，新生取消入学资格。
9. Before applying for a long-term residence permit, international students must undergo a medical examination at a health and quarantine department designated by the local authorities. If the examination confirms that the student has a serious mental disorder, an infectious disease as specified in the Exit and Entry Administration Law of China, or any illness mentally or physically that the university deems unsuitable for study on campus, the student will not be allowed to register, and the residence permit will not be processed,and they must leave China within the specified period. Admission for new students will be canceled.
第二节 考核与成绩记载 Assessment and Academic Records
第十条 培养单位负责组织开展教学、教学质量监督及考试考核。
10. The relevant teaching college is responsible for organizing teaching, supervising teaching quality, and administering examinations and assessments.
第十一条 国际学生须参加学校教育教学计划规定的课程和各种教育教学环节（以下统称“课程”）的考核，培养单位将考核成绩记入学生成绩单。考核分为考试和考查两种。考核合格获得该门课程的成绩。
11. International students must participate in the examinations and assessments of courses and academic activities (hereinafter collectively referred to as “courses”) specified in the university’s teaching plan. The college records the assessment results in the student’s transcript. Assessments are divided into examinations and evaluations. A passing grade indicates successful completion of the course.
第三节 考勤与请假 Attendance and Leave
第十二条 国际学生应完成学校规定的培养计划，并积极参加学校或培养单位、班级安排的活动，遵守纪律，不迟到、不早退、不无故缺课。因故不能上课者，须事先请假并获得批准，未履行请假手续或请假未获批而缺课者按旷课处理。
12. International students must complete the study plan prescribed by the university, actively participate in activities arranged by the university, teaching college, or class, and strictly observe discipline by not being late, leaving early, or missing classes without permission. If unable to attend class for any reason, students must request leave in advance and obtain approval. Absence without submitting a leave request or without approval will be treated as truancy.
第十三条 培养单位应如实记录国际学生出勤情况。一个月内累计旷课在10课时以上者，国际交流合作处对其进行约谈，批评教育。对旷课累计达到或超过20课时者，应由培养单位上报国际交流合作处，根据旷课次数及情节轻重分别给予警告、严重警告、记过、留校察看等处分，直至取消学籍，并通报公安机关出入境管理部门注销其居留许可或签证，并限期离境。
13. The teaching colleges must keep accurate records of international students’ attendance. If a student accumulates more than 10 teaching hours of unexcused absences within one month, the Department of International Exchange and Cooperation will conduct an interview and provide criticism and education. If absences accumulate to 20 teaching hours or more, the teaching colleges must report the case to the Department of International Exchange and Cooperation, which will impose disciplinary measures such as a warning, serious warning, demerit, probation, or even expulsion, depending on the severity. In serious cases, the public security bureau’s exit-entry administration will be notified to revoke the student’ residence permit or visa, and the student must leave China within the specified period.
第十四条 学生请病假、事假应由本人向学院和国际交流合作处提出书面申请，未请假或请假未获准而不上课者，按旷课处理。因病请假须提供学校指定的二级甲等及以上医院诊断书。请假一般不得超过2 周，一学期内病、事假累计超过5 周（含）者，按休学办理，不办理休学手续，按自动退学处理。
14. Students requesting sick leave or personal leave must submit a written application to their college and the Department of International Exchange and Cooperation. Failure to submit a leave request, or absence without approval, will be treated as truancy. Sick leave requests must be accompanied by a medical certificate issued by a hospital of Grade II, Class A or above, as designated by the university. Normally, leave should not exceed two weeks. If sick leave or personal leave accumulates to five weeks or more in one semester, the student will be treated as taking a suspension of studies. Students who do not apply for suspension will be treated as having withdrawn automatically.
第十五条 学生请假期满，应按时返校到学院和国际交流合作处销假。请假期满但无法返校的，应办理续假手续，其手续和要求与请假相同。假满逾期两周（含）以上未返校销假者，除因不可抗力等正当事由之外，视为放弃学籍，按自动退学处理。
15. When the leave period expires, students must return to school on time and report to their college and the Department of International Exchange and Cooperation to cancel the leave status. If unable to return on time, students must apply for an extension of leave, following the same procedures and requirements as the original leave application. If a student fails to return and cancel leave for more than two weeks after the expiration date, and the reason is not due to force majeure or other legitimate circumstances, the student will be considered to have abandoned their student status and will be treated as having withdrawn automatically.
第十六条 国际学生有下列情形之一的，学校予以退学处理：
16. International students shall be expelled from the university under any of the following circumstances:
（1）被终止奖学金资格后，未申请自费学习或不能自费学习的奖学金生；
Scholarship students whose scholarship has been terminated and who either fail to apply for self-funded study or are unable to afford self-funded study;
（2）无正当理由，开学一周内未完成缴费等注册又未履行暂缓注册手续的；
Failure to complete payment and other registration procedures within the first week of the semester without justifiable reasons and without having gone through the procedures for deferred registration.
(3) 休学、保留学籍期满，在学校规定期限内未提出复学申请；申请复学，但经复查不合格的；
Failure to apply for resumption of study within the prescribed period after suspension or retention of student status has expired; or application for resumption of study has been rejected after review;
(4) 未请假或请假未获准离校，连续两周未参加学校规定的教学活动的；
Absence from prescribed academic activities for two consecutive weeks without permission to leave or without having submitted a leave request;
(5) 经学校指定医院诊断，患有我国法律规定不准入境的疾病或者意外伤残导致无法继续在校学习的或患有其他无法继续在校学习疾病的；
Being diagnosed by a hospital designated by the school as suffering from a disease prohibited by Chinese law for entry into China, or being unable to continue study due to accidental disability or other disease;
(6) 国际学生本人申请退学的，经学校审核同意后，办理退学手续；
Withdrawal from study at the student’s own request, subject to university review and approval;
（7）学校规定的不能完成学业、应予退学的其他情形。
Other circumstances under which, in accordance with university regulations, the student is unable to complete their studies and should be expelled.
第四节 结业 Completion of Studies
第十七条 国际学生在校学习期满，培养单位将成绩单报至国际交流合作处。对于结清学费等相关费用，修完教学计划规定内容，成绩合格，达到学校结业要求的，国际学生离校前可申领成绩单和
结业证书或学习证明。
17. When international students complete their period of study, the teaching colleges will submit transcripts to the Department of International Exchange and Cooperation. For students who have settled tuition and other related fees, completed the required teaching plan, achieved passing grades, and met the university’s completion requirements, students can apply for transcript and completion certificate or a study proof before leave.
第十八条 对于国际学生单独成班的汉语进修班，由国际交流合作处负责为成绩合格的学生颁发结业证书，成绩不合格或因个人原因未能参加期末考试者，可向国际交流合作处申请领取学习证明。其他编入中国班级学习的国际学生进修生，可申请领取成绩单及学习证明。
18. For Chinese language training classes formed exclusively for international students, the Department of International Exchange and Cooperation is responsible for issuing certificates of completion to students with passing grades. Students who fail or who, for personal reasons, are unable to attend the final examination may apply for a study proof. Other international visiting students who are integrated into Chinese classes may apply for a transcript and study proof.
第十九条 结业的国际学生，应在结业之日起10日内办理完离校手续离校，并在签证或居留许可到期前离境。未按期离校离境者，所有相关费用及责任由个人承担。
19.International students who have completed their studies must complete departure procedures and leave the university within 10 days from the date of completion, and must leave China before the expiration of their visa or residence permit. Students who fail to leave on time will bear all related costs and responsibilities themselves.
第五节 奖励 Awards
第二十条 学校为国际学生单独成班的汉语进修班设立“优秀学生奖”和“满勤奖”。由国际交流合作处与培养单位每学期评选一次，颁发证书和奖品。获奖人数比例按照学员人数调整决定。
20.Excellent Student Award and Full Attendance Award are established for Chinese language training classes formed exclusively for international students. The Department of International Exchange and Cooperation and teaching colleges evaluate and grant these awards once every semester, issuing certificates and prizes.The proportion of award winners will be adjusted according to the number of trainees.
第二十一条 “优秀奖”的获奖条件为：（1）无违反各项校规校纪的记录；（2）出勤记录良好（3）各门课程成绩均为优秀；（4）积极参加学校各项活动；（5）未参加结业典礼者取消其资格。
“满勤奖”的获奖条件为：（1）无违反各项校规校纪的记录；（2）学期内考勤无缺课记录（包括病假、事假、旷课）；（3）各门课程成绩均在合格以上；（4）未参加结业典礼者取消其资格。
21. The criteria for the Excellent Student Award are: (1) no record of violating school rules or regulations; (2) good attendance record; (3) grades of “excellence” or above in all courses; (4) active participation in university activities; (5) failure to attend the completion ceremony will result in disqualification.
The criteria for the Full Attendance Award are: (1) no record of violating school rules or regulations; (2) no record of absence during the semester (including sick leave, personal leave, or truancy); (3) passing grades in all courses; (4) failure to attend the completion ceremony will result in disqualification.
第三章 校园秩序 Chapter 3 Campus Order
第二十二条 国际学生须与学校共同维护校园正常秩序，保障学校环境安全、稳定，保障国际学生的正常学习和生活。
22. International students must work together with the university to maintain normal campus order, ensure the safety and stability of the campus environment, and safeguard the normal study and life of international students.
第二十三条 国际学生不得有酗酒、打架斗殴、赌博、吸毒、传播、复制、贩卖非法书刊和音像制品等违法行为；不得参与非法传销和进行邪教活动；不得从事或者参与有损国际学生形象、有悖社会公序良俗的活动。
23.International students are prohibited from engaging in illegal activities such as excessive drinking, fighting, gambling, drug abuse, dissemination, reproduction, or sale of illegal books and audiovisual materials. They shall not participate in illegal pyramid schemes or cult activities, nor engage in or participate in activities that damage the image of international students or violate public order and good morals.
第二十四条 国际学生须遵守《中华人民共和国境内外国人宗教活动管理规定》《中华人民共和国境内外国人宗教活动管理规定实施细则》。学校尊重学生的民族习俗和宗教信仰，但不提供举行宗教仪式的场所，校园内及学校指定的集中居住区域禁止进行传教及宗教聚会等任何宗教活动。
24.International students must comply with the Regulations of Religious Activities for Aliens within the Territory of the People’s Republic of China, Detailed Rule for the Implementation of the Provisions on the Administration of Religious Activities for Aliens within the Territory of the People’s Republic of China. The university respects the ethnic customs and religious beliefs of students but does not provide venues for religious ceremonies or activities. Preaching and religious gatherings or any other religious activities are prohibited on campus and in the designated collective living areas of the university.
第二十五条 国际学生在校内举办集体活动或参加校外活动，必须向国际交流合作处申请，经学校批准后方可在指定地点举办活动，参加校外活动不得影响学校正常的教育教学秩序和生活秩序，不得违反中国法律和校规校纪。活动不得有反对、攻击其他国家、民族的内容或违反公共道德的言行。
25. When international students organize collective activities on campus or participate in activities outside campus, they must apply to the Department of International Exchange and Cooperation and obtain approval from the university before such activities can be held in designated venues. Participation in activities shall not disrupt the normal educational, teaching, or living order of the university, nor violate Chinese laws or university rules and regulations. Activities must not contain content that opposes or attacks other countries or ethnic groups, or words and actions that contravene public morality.
第四章 附则 Chapter 4 Supplementary Provisions
第二十六条 本规定未尽事宜，参照《延边大学国际学生教育管理规定》《延边大学学生纪律处分规定》和学校相关规定执行。对违反《中华人民共和国出境入境管理法》《中华人民共和国治安管理处罚法》《中华人民共和国境内外国人宗教活动管理规定》等法律法规的国际学生，由公安等主管部门依法处理。
26.Matters not covered in these regulations shall be implemented with reference to the Regulations on the Administration of International Students Education of Yanbian University, the Regulations on Disciplinary Actions for Students of Yanbian University, and other relevant university regulations. International students who violate the Exit and Entry Administration Law of the People’s Republic of China, the Law of the People’s Republic of China on Penalties for Administration of Public Security, the Regulations on Religious Activities of Foreigners within the Territory of the People’s Republic of China, and other laws and regulations will be dealt with by public security and other competent authorities according to law.
第二十七条 其他国际学生单独成班的培训类项目可参照本规定执行。
27.Other training programs formed exclusively for international students may be implemented with reference to this regulation.
第二十八条 本规定由国际交流合作处负责解释。
28.The Department of International Exchange and Cooperation is responsible for the interpretation of these regulations.
